I am directed by the Chairman of the adUN 18 Trade Intelligence Department to transmit to you the original of Transit Letter A16581 from 0.Ingen- ohk, Rotterdam to El Oriente, Manila. I am to call attention to the fact that the Postal Censor on the blue slip attached quotes an extract from the letter which certainly implies that Ingenohl is using the Manila firm in order indirectly to send instructions to the Orient Co., Hongkong.

Sir Henry Penson is of opinion (and the Con- troller of the Foreign Trade Department to whom the matter has been referred, agrees with this opinion) that the supervisor of the Hongkong firm would re- gard it as irregular that the Orient Co. should re- ceive instructions from Ingen ohl however indirectly. He therefore desires to bring the letter to your no- tice and would be obliged, if you feel it advisable to communicate the text of the letter to Hongkong, to receive the original letter back again with an indica- tion of the passages you desire photographed for the information of the supervisor. The prihat photographs will then be procured and transmitted to you without delay.
